The following review paper deals with the emergence and subsequent influence of risk in the social life of urban communities. It developes an interesting dialogue between authors of the stature of Robert Castel and Ulrich Beck, the following article emphasizes on the systemic model of Professor Niklas Luhmann about risk and contingency. For an operational definition of the phenomenon we need to refer to the selectivity of the risk and not its production. The societies do not produce risks but on the contrary, the risk is a code that allows the intellectualization of contingency in the social system.
