Cuba en la comunidad internacional en los noventa : soberanía, derechos humanos y democracia

Abstract

When thinking about Cuba, its future democratization and its relationship with the international community, it is essential to remember the importance of sovereignty and its meaning as an organizing concept of its recent social and political history. This paper examines some pertinent norms established in the Cuban constitutions that normatively oblige it to a commitment with the international community in the declaration of its sovereign rights. Then, the practices of international institutions and recent conferences are analyzed to demonstrate that the United Nations and Latin American governments have declared their right to rule on Cuban internal circumstances and on US policies regarding the island. Finally, the crises are examined current or future Cubans, and then consider the measures that the international community should take to encourage a peaceful transition to a pluralist democracy.

Profesor de ciencia política de la Universidad de Harvard, donde preside el Comité sobre Estudios Latinoamericanos e Ibéricos y coedita el Journal of Cuban Studies.  Actualmente es visiting senior fellow en Inter-American Dialogue, Washington D.C.  Sus investigaciones incluyen temas como relaciones internacionales de América Latina, relaciones Estados Unidos-Cuba, opinión pública y elecciones en México,  y política doméstica e internacional de América Central y el Caribe.  Es autor y editor de numerosos trabajos sobre Cuba  y editor con Rafael Hernández del libro U.S.-Cuban Relations in the Nineties,, (Boulder, Colorado: Lynne Rienner, 1991).
