Institutional overview of transparency in local governments in Mexico
Abstract
The author analyzes the institutional situation of transparency in the local government in Mexico, particularly the design, scope and restrictions of the right of access to information in its federative entities. To do this, the article examines variables related to the legal status of the guaranteeing bodies, the procedure for requesting information, response times and procedures, coverage in terms of obligated subjects, transparency portals, protection of personal data, among others elements. From this review, the author proposes the hypothesis that the heterogeneity in the institutional practice of the opening of public archives in the states of the republic limits the effective exercise of transparency and access to information by the citizens.Keywords:
