On the limits of democracy: truth and state secrecy

Abstract

This paper reflects about the concept of truth and conditions under which concealment is justified in public sphere. Its purpose is twofold. On the one hand, distinguish cases of deception that, although may appear to have similar characteristics, differ in their antecedents and consequences. On the other hand, identify whether those practices always cause serious harm on democracies. The analysis will conclude on provisions that communities can foresee, in order to keep exercise of authority and accountability safe from lies and secrets.
